While Chinese FDI has fueled advancements in AI, quantum computing, and various other emerging technologies, its ownership structures remain opaque. Rostoum's research analyzed 672 Chinese firms engaging in global FDI, uncovering how complex incorporation layers, subsidiaries, and private equity obscure their links to the Chinese government.
This tactic enables Chinese firms to bypass U.S. security reviews, even as seemingly “American” businesses mask Chinese ownership. Rostoum argues that the real threat lies in these covert structures, not just state-owned enterprises.
